Three senior hires bring demand-side management, analytics,
regulatory, and grid modernization expertise

Today, Navigant announced three senior professionals have joined the
company’s growing global Energy segment. Kathleen Gaffney, Managing
Director; Jeffrey Richman, Director; and Craig Sabine, Director, lend
demonstrated experience in energy efficiency, demand-side management,
analytics, and grid modernization to the Firm. Together, they complement
Navigant’s ability to provide clients with experience in handling
large-scale engagements, analyzing markets, and providing strategic
direction across a variety of key topics as the energy industry
continues to experience change.
These professionals offer their expertise to Navigant’s expanding global
markets, supporting clients across North America and throughout Europe
and the Middle East.

Kathleen
Gaffney, Managing Director – London, United Kingdom
With more than two decades of experience managing large-scale,
multi-year engagements and overseeing the work of large
interdisciplinary teams, Gaffney plays an integral role in advising
Navigant’s energy clients in Europe and the Middle East on demand-side
policies, markets, and programs. Gaffney’s work centers on directing
targeted market research that incorporates robust data analytics,
customer segmentation, and behavior modeling to help Navigant’s clients
better understand evolving customer expectations and strengthen their
competitive position in a rapidly changing environment. Her work covers
a range of demand-side initiatives, including energy efficiency, demand
response, and distributed energy resources. Prior to joining Navigant,
Gaffney led DNV GL’s European-focused practice on energy policy and
program evaluation based in London. Gaffney fulfilled a similar
assignment based in Sydney, Australia, and has also co-led DNV GL’s
U.S.-based evaluation practice, a $30 million operation focused on
energy policy and program evaluation for government and utility clients.
Jeffrey
Richman, Director – Miami, FL
As a member of Navigant’s Grid Modernization team, Richman provides
strategic direction and hands-on implementation experience on
intelligent data analytics. He extends the Firm’s capabilities in a
variety of areas, ranging from advanced metering infrastructure, data
analytics, customer service operations and systems, and revenue
protection, to care center strategy, technology upgrades, and
demand-side management. Richman has experience leading diverse
organizations through tactical program development and implementation,
as well as more than 30 years’ experience in planning and managing
business and IT activities. Previously, Richman was a senior manager at
Florida Power & Light Company, where he led the successful back-office
transformation of the company’s $800 million smart meter implementation.
Following that, he oversaw the implementation and subsequent transition
to the operation of a smart meter/customer data solution for big and
intelligent data analytics. Richman is an adjunct professor at Broward
College’s School of Business, and he has also served as the vice
chairman of the Silver Spring Networks user group and as an executive
board member of the Utility Analytics Institute.
Craig
Sabine, Director – Toronto, Canada
A seasoned expert in the analysis of energy markets, Sabine’s work
supports development decisions for new renewable energy and conventional
fossil fuel-fired generation projects in Canada as the Firm works to
expand its presence across the country. He brings specialized skills,
including operations management and business process excellence to
Navigant’s Canadian presence. Sabine is also an expert in climate change
mitigation policy and its impact on the industry transformation and
strategic corporate initiatives. He is a respected expert on integrated
utility planning, operations, and innovation, and often testifies in
support of his analyses before regulatory bodies and the courts. Sabine
has also worked with energy sector clients on integrated resource
management assignments, the optimization of business processes, and
change management. Prior to Navigant, Sabine was employed by MNP, a
chartered accountancy and business advisory firm, and he has also worked
at ICF International and Environmental Canada.
